Inquiry by the member of Bulgarian national parliament, Maria Cappone to the minister of culture prof. Stefan Danailov on the subject of preserving and exhibiting the ancient city of Seuthopolis near the city of Kazanlak and it's transformation into historical and tourist attraction.

Maria Cappone: Honourable ministers, honorable prof. Danailov, honorable members of parliament, the subject I would like to bring to your attention today though different from the topics disscused in the public area is as equally important and far more positive, namely the existing projects for preserving and exhibiting the ancient city of Seuthopolis near the city of Kazanlak and it's transformation into a historical and tourist attraction site.

Honourable minister, you are very well aware that the ancient city of Seuthopolis, which is one of the most intriguing and important archeological discoveries in our country, has provoked an unprecedented interest towards itself and not only by the scientific community. For its preservation and returning to the world, figuratively speaking, after it is 20 meters below the surface of the water, exist several different conceptions, one of which seems the most interesting and because of which I will ask you today, what is your commitment as a head of the ministry, which is the one responsible for this archeological site. Will you be able to give the necessary push for the realization of this conception? With which of the conceptions are you familiar with as a minister of culture, with what will the ministry of culture contribute for the preservation and the transformation of Seuthopolis into a site of national cultural importance, accessible for the citizens of Kazanlak and the tourists in the city? Thank you.

Stefan Danailov: Honorable Mrs. Cappone, a few years ago to the public was presented the project of arch. Jeko Tilev and the initiative of the municipality of Kazanlak for regeneration and exhibiting of the city of Seuthopolis by surrounding it with a dam wall from the waters of Koprinka Dam.

In several conversations with me and a letter to the Ministry of culture by the mayor of Kazanlak, Mr. Stefan Damianov, presented the idea and asked for co-operation from the ministry for its realization. The idea is truly original. In the valley of Kazanlak is situated a large number of excellent examples of Thracian tombs, which are preserved to a great degree. It is mandatory that they be adequately protected, exhibited and socialized.

The archeological discoveries made in the recent years were highly appreciated. It is a well known fact that the municipality of Kazanlak is working on the construction of the technical infrastructure and socialization of the abundant archeological heritage in the valley of the Thracian kings and its transformation into a world famous, cultural-historical, tourist center of the Thracian culture. For this a lot of investments were made on the part of the government.

To this moment the idea for the construction of tourist-museum complex was not put up for a public-expert discussion regarding the realistic opportunities for its realization, its value, including it wasn't put for comparisons with other options and ideas for exhibiting, which are in accordance with the contemporary approaches and technological capabilities. Nor to the National archeological museum nor to the Ministry of culture were presented with up to date underwater photographic materials of the state in which the ruins of Seuthopolis are in. This is necessary in order to create expert opinions to the given problems. In relevance with that and keeping in mind the standpoint of Bulgarian academy of sciences' Institute of archeology with museum, the Ministry of culture proposed to the municipality of Kazanlak to conduct an international competition for finding a complex solution to the problems of territorial lay-out, preservation, exhibition of the ancient Thracian city of Seuthopolis. The Municipality of Kazanlak agreed to this proposal and added the necessity for conducting an international competition for the construction of the site, which will enclude the development of the technical part of the project for Seuthopolis and the way for its construction. In this moment the Ministry of culture and the municipality of Kazanlak are working in collaboration on the preparation of a framework for socialization and exhibition of Seuthopolis, in accordance with the requirements and studies of Bulgarian academy of sciences' National archeological museum, the center for thracology "Alexander Foll" and the National Institute for Cultural Monuments.

After the adoption of this framework, the Ministry of culture will prepare and put forward in the Council of ministers a motivated proposal for taking a decision for building the site through an international competition. This method will let additional funds to be provided from foreign investors. Thank you!

Maria Cappone: Honorable Mr. Minister, it is obvious that again we face some framework which we have to prepare and do in the following months and I am very hopeful in the last few sentences of your speech, despite of this I'm convinced that our discussion will not end today since your words leave many questions unanswered. Namely how this international competition must be conducted? Will the EU funds which are intended for culture be involved and in the ones in the frame of the European commission? In what fashion they can be used for our cultural heritage and of course how it will be possible to put it within a wide public debate? I am convinced that for any number of positive opinions about a great idea, there are an equal number of negative ones. I think that there will be a lot of negative opinions, but the bottom line even with the one who initially gave the project, how he will be part of the participants in this competition, because it's only fair to be so, after this is his idea, how this will come to reality? I'm very hopeful that in the following months a decision will be reached, because Bulgaria needs this monument. We have to admit that the exposure of the city of Seuthopolis and it is larger than Effes, will turn it into a great attraction and will make the entire area more attractive overall. Thank you Mr. Minister, I hope that in the coming months there will be real results.

Stefan Danailov: Honorable Mrs. Cappone, really I have seen the project, the one you have seen, arch. Jeko Tilev's project and really it's very interesting. In every occasion there are grounds for him to be part of it, because this project provoked the interest towards the recovery of this treasure. Because Seuthopolis is really a treasure. The question is that now what we are demanding is to see the results from the recently conducted underwater research, the examination of the territorial lay-out, which will enable us to specify the task more correctly. I will share with you that there was a conversation at the Council of ministers of Bulgaria to put aside funds for the conduction of the competition and this decision still stands, so there will be no financial obsticals as far as the conduction of the competition is concerned. But moreover the archeologists have to have their position put forward on that matter since it is in their area of expertise. Me, personally, as someone who desires to see Bulgaria being more beautiful and her monuments accordingly presented, I am also hoping that there will not be any one to oppose the exhibition of Seuthopolis no matter if it will be done by the proposed way or another. But it is very important to know the territory. You know yourself that it's of great importance with what sort of task we will come up. I have personally taken on the responsibility that the project moves along the procedure more quickly. And this is since the engineering task means that there is an interest from such organizations that can provide the necessary know-how and funds for the realization of the project. Thank you!
